Aspectos metodológicos em gestão social: o processo de criação de uma reserva extrativista no litoral sul de Santa Cataria

Abstract

This article aims to contribute to the formulation of a model of analysis within the conceptual perspective that considers the elements of the Habermasian public sphere as the basis for the concept of social management. The study aims to analyze the process, still incomplete, the creation of an extractive reserve in the south coast of Santa Catarina. This analysis is performed using the criteria for evaluating participatory deliberative decision-making processes proposed by Tenório (2008). The article seeks to provide theoretical support for the use of such criteria designed to evaluate interventions formal intervention in a situation still informal, through the concept of public sphere literary in this work "Structural Transformation of the Public Sphere" of Jürgen Habermas. The proposed method allowed the inference that the promoter group of public policy acts as an area of public reasoning in the process of self-understanding.
