Análise da atuação da sociedade civil organizada na gestão integrada de Comitês de Bacias Hidrográficas: um estudo de caso

Abstract

The present study aimed to analyze the profile, the influence power and the conflicts arising from the participation of civil society organizations in the integrated management of Technical Chambers belonging to CBH-PCJ. Specifically, we sought to analyze the profile of civil society members who participate in the studied CT’s; to analyze the main characteristics of the actors acting in both the CT’s and the PCJ Consortium; to analyze the role of Civil Society within the CT’s and the PCJ Consortium; to verify how the influence of power occurs and the conflicts related to the interactions between Civil Society and the other members of CT’s and the PCJ Consortium. About the methodology, it was a research based on a case study with a descriptive character, being the qualitative and quantitative approaches tools able to structure the work, besides to semi-structured questionnaire, interviews and non-participant observation and thus meeting what was stipulated. So, it was carried out the reading of a temporal cut of minutes of the meetings for the construction of the analysis tools and then to do the data triangulation as well as the content analysis. With the results, it was observed in the data triangulation that the main problem for a greater interaction of society, as a whole, is the lack of communication between the various entities. In other words, the communication needs to be better treated, although there are motivations to improve it; but several obstacles have been noted. In contrast, it has been verified that there is teamwork, according to a network, in which the members aim to overcome the obstacles and thus achieve the objectives of the CT’s and, consequently, the PCJ Committee and Basin objectives. It was noticed by the interviews and questionnaires the presence of power and conflict at certain moments and it was also observed situations in which both conflict and power occurred, besides situations to avoid them. Finally, the research was also able to provide new information and inquiries for future research, as verify the socioeconomic impact of the communication failure or lack of communication, until which point the representation in two entities does not interfere on the work within a Technical Chamber.
