Resumo: We propose to discuss the right to the city as a theoretical reflection tuned to urban social movements and civil society organizations, both in its direct action on the causes and locations that they are committed to, as well as in the spaces of institutionalized participation. In this theoretical essay, we seek to reflect on aspects of macro and microterritorial policies and the right to the city, and then discuss the utopian project initiated by Henri Lefebvre (2001) and reinforced by David Harvey (2013, 2014) as a route out of the various failures reported in the spaces of institutionalized participation in its aspect of social control and effective search for a more just and inclusive city. We think the microterritorial policy in connection withmacroterritorial policy, both pursuing the right to a different future and effective control of the spaces already dedicated to social control of public policies. As a central contribution, we noted that this concept can be used to treat both the micro and macroterritorial policy, an approach that considers the entire city, bearing in mind that civil society actors sometimes act in different causes and prioritize different demands, but in essence they compete for the same right, the right to the city.
