O processo interativo institucional das organizações públicas: o caso do Programa Terra no Estado de Mato Grosso do Sul

Abstract

Due to the demands for inter-institutional relationships and joint action for the Land Program obtainment, in the state of ‘Mato Grosso do Sul’, based on the co-participation principle and responsibility of all public institutions involved in the results to be achieved by the refferred program, this work had the objective to investigate the inter-active process at the decisive level on this ample articulation of the cited organizations. The data were obtained through the analysis of official documents and standardized interviews oriented by guidelines and specific forms. At first, the analysis carne from a structural view of these organizations and then from a holistic view of the inter-organizational relationships, identifying intensity levels, kinds of relationships and situational factors. Also a phenomenological analysis of the conflicts and complexities of the inter-organizational environment at the two government levels and at program obtainment was done. In spite of the complexity of the analysed system, it can be concluded that the program results in 1992 were inexpressive considering the political instability, the scarcity and lack of credibility in the liberation of funds and lack of supplemental laws to regulate the former constitution. Thus the inter-active process is directly related to the political power and reliance on funds, conditioning the effectuated actions to informal relationships and to inter-personal bonds at political and managerial levels.
