Abstract: The study aims to identify and analyse the socio environmental problems and the perspectives of the social participation by means of the public space legally constituted by the socio environmental public policies managing councils. It refers to a descriptive and exploratory study in the municipes of Minas Gerais, Brazil, with a population equal or superior to 50,000 inhabitants. The results evidence the high index of environmental problems in the hydrical resources. In conclusion, although the majority of the municipes studied have institutionalized environmental councils, did not necessarily abstain from recording occurrences of the socio environmental problems. Therefore, the effective participation of the society, by means of the environmental municipes councils, with the implementation, execution and supervision of the socio environmental public policies in the municipal scope constitutes an alternative for the sustainable development.
