Resumo: Local Product Arrangements (LPAs) are becoming increasingly relevant as strategies for local development and instruments of economic policy, in view of the benefits provided in this type of structure, which go beyond increasing the competitiveness of organizations. inscribed in it, as well as being effective in improving the quality of life of its, including attenuating social inequalities. Considering that it is essential to act and synergize interaction among its various actors so that the APL's reach their purposes and develop, this work aimed to understand the role of the municipal government in development of the flower APL of Barbacena - MG, from the structural and procedural perspectives of governance. The city of Barbacena was the empirical unit of analysis due to its socioeconomic importance for the region, with great representation in the state and national flower production, in addition to its historical tradition in the segment, being known even as "City of Roses". The research was based on primary data, obtained through semi-structured interviews with local actors, segmented according to the groups: (1) companies, (2) entities and (3) public authorities. Data were analyzed using the content analysis technique. The analysis of structural governance allowed the understanding of the functioning of the institutional context in which the agglomeration is inserted, with the identification and characterization of the actors that compose it. The procedural governance provided understanding of the dynamics of the relationships established between these actors, under the bias of cooperation and coordination, to verify and identify the implementation of joint actions. The results indicate that the actors act in isolation and not committed to a common project to develop the Barbacena flower cluster. There was an incipient level of cooperation, with few and punctual joint actions, coordinated essentially centrally. Based on the perception of local actors, it was possible to conclude the role of the local public in the development of the arrangement from two perspectives: (a) as an active participant in the implementation of public policies directed to the development of the sector and (b) in the role of articulator and facilitator of actions, regulating interests and integrating the different agents in the accomplishment of joint actions for the benefit of the APL.
