Abstract: This research promotes thinking about the possibility of the political representation mode based on collective mandates to contribute for local development grounded on practices that encourage deliberative citizenship. The case study was based on the analysis of posts made by the Collective Mandate Alto Paraíso de Goiás (MCAP) on the group’s official Facebook page over a period of 39 months. Based on a group of indicators proposed by the Social Management Studies Program (PEGS) from Getúlio Vargas Foundation, which are intended for the analysis of deliberative citizenship in practice, we evaluated MCAP’s performance in the “discussion process” category, assessing the following criteria: dissemination channels, information quality, spaces for transversality, plurality of the promoting group, existing agencies, monitoring agencies and relationships with other participatory processes. We used Content Analysis and Critical Discourse Analysis (CDA) as methodological resources. We rely on theoretical discussions about deliberative democracy and digital democracy. We have identified several elements in the discussion process conducted by MCAP that contribute to the development of deliberative citizenship and enable the articulation among social actors, allowing them to act in favor of local development.
