Abstract: There are several regulatory agencies in Brazil responsible for checking the entry and exit of goods in the national territory, besides other activities related to taxation. The Receita Federal stands out in its role as a supervisory and strategic agency in the Brazilian government. We can also mention a range of products in the most varied segments, which are seized in strategic operations of the Federal Revenue Service, among them, cigarettes, which besides representing a significant volume, need to be destroyed so that the flow of contraband is interrupted. It is at this point that the proposed work aims to contribute, developing a low-cost equipment capable of decharacterizing the cigarettes, so that the correct destination of its waste to the environment occurs. The equipment project followed the stages of product development, where a reference model was established based on the APQP phases, going through the stages of modeling, product strategy, project planning, informational project, conceptual project, detailed project, product preparation, and finally product launch. The results were satisfactory, since the equipment is already being used and the cigarette packs are being de-characterized. Another success was the great reduction in values when compared to other de-characterization equipment already on the market, thus emphasizing the initial proposal of a functional equipment with reduced cost.
