Abstract: This study proposes a method to plan and implement IT governance in the public sector. The proposed method takes into account the theories of participative management, IT strategic planning, IT governance and public management. By applying the method in five Brazilian public organizations, it was possible to realize that the proposed method enabled IT governance to be planned and applied in alignment with the demands and particularities of the public sector. Moreover, identification was made of some of the leading organizational factors which drive the implementation of IT governance in Brazilian public organizations.
