A combinação de esforços públicos e privados em âmbito municipal: a construção de ordens negociadas

Abstract

This work discusses the combination of public and private efforts under the municipal perspective. The objective is to recognize the influence of the heterogeneous agents integration process on the perceptions about plural participation and about limits, challenges and potentialities of joint actions. Hence, two projects integrated in the Strategic Plan ofJuiz de Fora, MG, were studied under the phenomenological perspective. Fora satisfactory approach of the theme, the dissertation details some aspects of historical and contemporaneous relations between State and civil society, points out the relevance of the municipal action and discusses the group ofcharacteristics of the object ofstudy. Elements based on the Theory ofNegotiated Order and on the debate about social construction of reality are part of the theoretical reference of this work. The results showed that the quality of the process of interaction among many agents interferes in the perceptions when giving common significations, limits to individual autonomy and rules that can coordinate the universe of relations. These parameters act aligning efforts to common purposes, balancing expectations, making a consensus viable, breaking patteras and conferringcredibilityto collectivedecisions.
