Abstract: Guiding the actions of researchers in the context of public institutions of science and technology in the state of Minas Gerais, Brazil, there are numerous legal instruments (laws, rules, terms, etc.). The assumption is that these objects are stable gatherings of many heterogeneous elements, both human and non-human. Such objects inevitably shape the behavior, including the entrepreneur behavior. The purpose of this article was to understand the stage prior to the implementation of these objects that influ ence technology based entrepreneurship in the context of public research institutions in Minas Gerais. This phase is herein called pre-stabilization. A category descriptive of building-objects-diffusion of entrepreneurial culture (pre-stabilization the subject) was developed, based on partial data from a qualitative study of 11 institutions and through analysis techniques from the grounded theory of Strauss and Corbin. It regards elements related to disputes concerning the culture, the worldview and politics. At the end are presented reflections and implications of these controversies to the study of entrepreneurship with the focus on the organizational process and the possibility of perceiving stable objects as an actor network.
