Abstract: The present study has an objective to create a strategic management model for a Coffee Innovation Agency (InovaCafé), integrating the Balanced Scorecard (BSC) to the Triple Helix Theory. For this, a script of action research was developed, a method that seeks the elaboration of knowledge with the organizational intervention. By means a scope study, it was found that the subjects considered most relevant in the literature on the management of arrangements Triple Helix are: the cooperation among university, companies and government; management of intellectual property; management mechanisms used; conflicts of interest among the parties involved; the role of institutions that articulate innovation in Triple Helix. In a second scope study, the relevant aspects were defined in the application of the Balanced Scorecard - BSC in the performance evaluation of organizations that aim at innovation. The alignment of action research to Triple Helix theory, Strategic Planning and the Balanced Scorecard - BSC approach provided the necessary support for the formulation of a strategic management model capable of contemplating the complexity of InovaCafé as an articulating organization of the Triple Helix. With the development of a strategic map adapted to InovaCafé, the study presents a new architecture of the Balanced Scorecard - BSC. The perspective of learning in cooperation and innovation, created in this study, besides the indicators, goals and initiatives are innovations that can be explored in other researches. The adaptability character of the strategic management model formulated for InovaCafé is highlighted. Balanced Scorecard - BSC allows managers to make the necessary adjustments over time for the agency to achieve its mission and vision. The management model with the guidelines for the Balanced Scorecard -BSC implementation also fits in the research innovation proposal. It can be used, with appropriate adaptations, by researchers or managers who wish to explore the management of articulating organizations of the Triple Helix.
