Abstract: Public policies and initiatives for access to sports as a social right have been developed in different parts of the world. In Brazil the Second Half Program (SHP) is one of the main actions of the federal government to promote sporting activities, intended for children, adolescents and young people in situations of social vulnerability. However, information regarding the achievement of its goal and objectives are limited. The objective of this study is analyze the Second Half Program (Programa Segundo Tempo) in the Central-West region in relation to their targets and direct and indirect impacts, observing human development indicators and their relation to the organization of Sports and Leisure in the municipalities. The research is guided on a qualitative approach with character exploratory. The documents analyzed are available in at public domain. The municipalities with the best social indicators and the wider bureaucratic structure of sports and leisure managed to keep their SHP for longer, revealing that the program is assis failing to meet the municipalities equally. The program has passed per reformulations since its inception, what in some measure has been improving its development and applicability. Despite that, there is the need for a reformulation in the implementation process of the cores, focusing on the development of a bureaucratic structure for sport and leisure in municipalities able to ensure the continuity of the Second Half Program. The finally, although our research helps to denote the range of the PST and its role in terms of public policy sport and leiseure, further studies need to be carried out, considering its amplitude and complexity.
