Abstract: Hydroelectric power plants have been primarily responsible for most of the electricity generated in Brazil. In addition, there is a tendency that the electricity generation be expanded in the country, leading to an increase in hydroelectric constructions. It is observed in this context, as in other kind of enterprises, that there is the presence of opposing interests: on the one hand we have the State and private companies, and on the other hand, affected communities. Whereas these projects are almost always justified by development discourse, one can not deny that the affected population suffers diverse impacts and that usually tends to be excluded from the decision-making process. This idea is opposed to the broader notion of stakeholder theory, according to which the organization should consider all the actors involved and/or affected by corporate actions in its decisions, avowing conflicts and trying to promote the equilibrium between the stakeholders and the organization’s interests. Thus, this study aims to identify and analyze trading actions adopted in the implementation of a hydroelectric project in southern Minas Gerais in relation to its stakeholders, indicating the participation of those affected, access and transparency, and the power relations present in the negotiation process. This study is characterized as a qualitative research that utilizes the Content Analysis technique. The main results show that in this negotiation process there was little participation of affected, little access and transparency to relevant information, and a strong presence of power relations.
