Abstract: This article aims to analyze the public policy “Territories of Citizenship” could be titled “Territory Estadania” because, despite the policy configuration to generate a discourse of citizenship, reinforces the dependency relationships of society to the state. On this basis, it presents, in summary form, the route of citizenship in Brazil. Then we tried to present the policy Territories of Citizenship and demonstrate that policy interfaces with the idea of “Estadania.” Later, he presented himself to the interpretation that the representatives of the local community, participating in the political Territory Citizenship backwoods of Mines, are in relation to citizenship and the effects of that policy. We tried to show, through the reports of representatives of the interfaces “Estadania” and Citizenship in this policy. It is considered that the policy Citizenship Territories could indeed be called “Territories of Estadania” since its configuration is performed through the intervention of the federal government, state and local, approved upon by society.
