Abstract: Innovations are important to the public sector, particularly in terms of improving management efficiency, broadening participation and collaboration channels, and developing new ways of delivering services to society. In this context, one of the ways to leverage innovation is through the open innovation model which, in the public sector, may involve citizen collaboration in solving problems faced by the government. Specifically, with the advent of digital platforms, it is possible to massify the open innovation model, involving a "crowd" of citizens, which characterizes the practice of crowdstorming. Thus, the government deals with a growing number of ideas that, to become innovation, must be managed continuously. Given this context, the present work aimed to analyze and discuss the application of the open innovation model, based on the management of ideas, crowdstorming and digital platform, in a Brazilian public university. The object of study selected for this research is a project of a public university located in the state of Minas Gerais, called “Open University: Innovative Solutions”. It is a crowdstorming of ideas from the use of the Premium Technology platform. The research is classified as an applied, descriptive and qualitative research, associated with a case study and based on bibliographic reference, documentary survey and semi-structured interviews. We sought to detail the planning and execution of the project, to reflect on the main data and results obtained from the use of the platform and to analyze the report of the managers and participants of the challenge about the impacts of the project. It was concluded that crowd-supported digital platforms can provide an increase in the volume of ideas generated for innovation in a public university. In its practical aspect, this paper demonstrates the importance of idea management as an allied to the open innovation process. Specifically in the public sector, where social participation is increasing, it is important to create mechanisms for generating and managing ideas, considering evaluations and selection efficiently aiming at a portfolio of ideas for innovation. In addition, it contributes to the theoretical framework of research on open innovation in the public sector (social participation) by associating the open innovation model with approaches to idea management and crowdstorming. In the academic context, we intend to contribute by encouraging studies on new practices to promote open innovation, in order to compare the gains and limitations of each technique in different instances of the public sector.
