Abstract: Environmental sustainability is one of the emerging themes in discussions about mining. In this sense, we delimited as analysis locus relations between social actors: state, market and civil society with regard to the issue of sustainability in mining, while public interest. The aim of the study was to understand the incorporation of social and environmental dimensions in the new regulatory framework for mining in Brazil. Specifi cally, we seek to analyze the interests of stakeholders in relations between the state, market and civil society from the perspective of social management. Methodologically, this research is characterized as exploratory, descriptive and data were collected through bibliographical and documentary research. For the interpretation of the data was used the Critical Discourse Analysis. The results point to the prioritization of economic interests at the expense of social and environmental issues, as well as restrictions on public deliberation and dialogical actions. We note that the new benchmark of mining prioritized private and state interests at the expense of sustainability and dialogue with civil society organizations. Thus, the social management as an analytical lens reveals a locus where the role of the public interest is limited. We suggest the end move towards a management that is shared, transparent and focused on the public interest and sustainability. Or rather, it is also necessary to change the management model if it wants to overcome the social, economic and environmental conditions that affect the majority of the population.
