Abstract: After a decade of implementation of the Fiscal Responsibility Law (FRL), this study sought to answer the question: Had the states have reduced their debt levels? To answer this, data was collected on the website of the National Secretary of the Treasury from 26 Brazilian states for the period of 2000 to 2010. Accordingly, the main objective was to verify the effects the length of the LRF on debt levels of the Brazilian states. It was used specifically a multivariate statistical tools to check the tendency of reduction of the debt level. The results validated the proposed model of linear regression confirms the hypothesis of reducing public debt after the enactment of LRF and cluster analysis showed that 70% of states in 2010 were considered to have low debt levels. Therefore, pointed towards the sense that the LRF has contributed positively for a better control and reduction of public debts of the Brazilian states.
