Abstract: This study aims to evaluate the registration system and to characterize the consumer of forest raw material in Ceara. This state is located in northeastern Brazil and it is semiarid predominant region, which comprises 92% of its territory and encompasses 117 municipalities. The forested energy matrix of the state represents an average of 32% of the energy source consumed. The forest legislation in state is governed by State Decree no. 24.221 of September 12, 1996, which includes, among its objectives, the maintenance of the register of producers, traders and consumers of forest products. IN ORDER TO regulate the use of forest products, the State Register of Raw Material Consumers of Forest Origin (CECMPOF), over the years, reached greater efficiency and there is considerable increase of enterprises listed. The CECMPOF is an essential tool to assess the availability of legal sources available for the supply of forest resources in Ceara. After accuracy and update, in the end of 2007, there were an amount of 909 consumers registered with the agency.
