Abstract: The term crowdsourcing was created just over 10 years ago and has been cited as open innovation methodology for governments to open up to get ideas from society to solve public problems. Considering the evolution of the term in these more than ten years of research and its applicability in the context of the public sector, the objective is to investigate, based on the literature, the applicability of the crowdsoursing approach in the public sector: evolution of the number of articles per year; what are the main sources of research in the area: journals, authors and countries and what are the main areas of adoption and use in the public sector. A systematic review of 398 articles collected on international bases was carried out, of which 96 were the subject of qualitative analysis. The result is a reflective description of how this open innovation approach has been used in the public sector and the position of new research problems.
