Abstract: Considering the dimension of literacy public policies in the country, this text has the double objective of presenting the guiding documents of policies and programs that address the themes of literacy and literacy literacy and address some points of conceptual closeness and distance. To reach the objectives, a bibliographical research was carried out, based on the laws and materials implemented in the last 20 years, and based on them, weave considerations and relations about what they mean to Education, focusing on children’s literacy. The study points out the ruptures and discontinuities of the actions proposed by the Federal Government, in partnership with States and Municipalities, especially at the time of electoral disputes and changes in local governments.
