Abstract: The problem of scarcity of water resources is imminent, and keeps growing in various locations, stemming mostly from deforestation, inadequate settlement in permanent conservation areas (APP), poor use of soil and climate anomalies due to human action. Presently, the water problem is already a reality in many locations and cities, and it’s no different in the municipality of Lavras. Brazilian environmental legislation puts the burden of mandatory spring protection on the land owner. Despite the legislation, there are still difficulties in compliance, so that many do not comply from lack of knowledge, others for financial or operational limitations. In this context of difficulties, the government has the opportunity to roll out initiatives to assist in the process of environmental awareness and invest in awareness and spring protection projects. Based on this scenario, the River Growers Lavras Project has been created, in a collaborative partnership between university, city hall and private companies. The present study aims at presenting an approach to improve the quality of management of that project through a process diagnostic supported by a normative reference, a plan for improvement actions, in addition to the building of a product model for the carrying out of similar – or of similar scope – environmental projects, in order to increase opportunities for expanding this solution to other social agents, under the conception of collaborative governance. One of the challenges is the creation of a product that is a facilitator in the search for other partnerships, whether these institutions be public, private, of large, medium or small size. The methodology includes approaching the collaborators through interviews, empirical analysis of the activity routines, analysis of operational procedures and standards, assessment of process maturity in the quality of project management. The conclusion of the current proposal consists in increasing the process maturity in the management of the project, with the objective of broadening the scale of environmental restoration through the restructuring of its planning. That will allow to improve the integration amongst its social agents through an improved process of management and governance, consequently strengthening the image of the institution before society by rolling out an extension project of great relevance.
