Análise da assistência técnica e gerencial do serviço nacional de aprendizagem rural em propriedades leiteiras da bacia do Rio Tijuco no município de Uberlândia, Minas Gerais

Abstract

The Serviço Nacional de Aprendizagem Rural – SENAR, aiming to offer rural producers technical assistance associated with managerial control to improve the management of their properties, created a methodology called Assistência Técnica e Gerencial – ATeG. The objectives of ATeG are to assist producers in improving productivity and income, and consequently, contribute to the socioeconomic evolution of the assisted producers. However, despite the importance of this methodology as a subsidy for problem-solving, it has not yet been evaluated. The objective of this study was to analyze whether the objectives of the ATeG methodology were achieved and the impacts of the program on the dairy producers assisted in the Tijuco River basin, in Uberlândia/MG. The study objectives were achieved through a qualitative methodology, using bibliographic-documentary research methods, which allowed the collection of primary information obtained from the Sistema de Gestão da Assistência Técnica e Gerencial - SISATEG during visits conducted from 2020 to 2022. This information was organized into two categories of analysis: Productive Indicators and Economic Indicators. The analysis allowed for the identification of whether the objectives of the ATeG methodology were indeed achieved. According to the results obtained, there was no significant change in productive indicators during the period, following a market trend where the values found in the properties served by ATeG were similar to the reduction that occurred in properties in Minas Gerais and Brazil as a whole. However, the analysis of economic indicators shows that there was more assertive and balanced managerial control by the dairy properties served by ATeG. Even during a period of extreme concern for the sector, with rising input prices and all production costs, the properties served by the program achieved significant improvements in gross, net margins, and profit per liter of milk produced. According to the evaluation of the producers themselves, the assistance delivered by ATeG is classified in the zone of excellence by the Net Promoter Score (NPS) satisfaction evaluation methodology.
