Abstract: On the model of representative democracy that prevails in Brazil, where political participation denotes strong social alienation, the discussion about the resurgent political reform as an attempt to introduce changes in the representative system aiming to reverse the distance table between representatives and represented in current political scene. The proposed introduction of the mixed district system, majority and proportional refers to a prospective analysis in which sought, from the limits imposed by the current representative democracy model, determine whether the proposed gauging the will of the majority by voting in districts presents as a measure feasible to promote accountability and political representation of minorities, historically excluded from the democratic process, signaling progress in terms of societal integration.
