Abstract: This thesis consists of three articles that explore issues in line with the objective of this work. The topic is the management of ideas in a context in which citizen participation has been stimulated. A form of popular participation is public consultation. This consultation may occur when the government invites society to send ideas by means of an interne platform with the intent of assisting in solving issues raised by the government. At the end of the public consultation, the generated ideas will be evaluated in order to promote innovation. However, the assessment of ideas within the context of popular participation lacks studies and practices that can be used systemically. To increase knowledge on this subject, this work had the general objective of investigating idea management, emphasizing the evaluation of ideas in the context of a public consultation. To accomplish this, in the first article, we conducted a systematic review with the objective of characterizing the particularities of idea management, emphasizing the generation, evaluation and implementation stages. We verified a lack of cohesion between these stages and a lack of specific studies on the evaluation and implementation of ideas. The second article, a quantitative study, aimed to identify the correlation between criteria for evaluating ideas along with the participants of the public consultations. The findings identified three factors and showed a few relations between these factors. Finally, in the third article, also a quantitative study, we analyzed the influence of the type of occupation of the participants in the evaluation of innovative ideas. In short, these three articles reinforce the viability of public participation, not only at the stage of generating ideas, but also in their evaluation.
