Atitudes de empresários rurais em relação a recursos administrativos e suas associações com índices das empresas rurais

Abstract

The main objetive of this study was to identify the capacity of applying administrative resources to farms. The área selected for this study was that covered by the local office of EMATER-MG (Empresa de Assistência Técnica , e Extensão Rural de Minas Gerais) in Três Corações comprising the following counties: Três Corações, Sao Tome das Letras, São Bento Abade and Luminárias, located in the southern part of Mi nas Gerais. The population was ali farmers attended by EMATER1 s local office. A sample of 27 farmers were considered in the stu dy considering the agricultural year 1978/1979. The theorical idea proposed for this study consi dered the following points : 1. The Neoclassicál Theory of Mana gement; 2. The atitudes; 3. The administrative resources; 4. The Índices of rural enterprises; and 5. The association between the atitudes of administraiive resources and the Índices of ru ral enterprises . The analytical variable that characterized the administrative action was obtained by the administrative atitudes classified such as the LIKERT'S scale, with 32 items selected and corresponding to the resources linked to the administrative funcions . The Índices of the rural enterprises were defined in three groups : a. Structure - obtained by index of the intensity of fixed capital, which makes it possible an evalua tion of farm's economic situation; b, Operation •- obtained throu gh the tecnical intensity index, which makes it possible to evaluate the levei of technology used by farms; c. Result-obtai ned through labor profitability,which makes it possible farm's economical evaiuation. The statistical analyses were made by the aplica tion of two non-parametric tests, the Kendall rank correlation coefficient and the Kendall coefficient of concordance. The presence of administrative action of the farms, through of farmer's administrative atitudes, was esta blished, and also a tendency of these farms to use the adminis trative resources in management. The most eficient administrative actions showed a tendency in the following aspects : planning by setting obje tives and goals, considering alternative plans and establishing a line of direction; the organization of the enterprises through the descentralization of authority and the utilization of exter nal consultants; the personal designation , through the realiza tion of training activites, the establishment of different le vels of payment, considering rational criteria in the selection, promotion, recrutment and personal evaluation; the non-authoritariam administration and harmonization of the objetives of the farms and finally controling through corretive actions up on negative deviations. The administrative action of the farms showed a' relationship between structure and result, and not to in the operaLion of these farms. The variables structure, operation , result and administrative action were significantly related , showing an evidence of the simultaneous character of the farmer's decision making
