Abstract: The objective of this work was to understand how water management occurs in the Upper Rio Grande Hidrografic Basin - GD1, Minas Gerais. Specifically: (1) to reconstruct the historical trajectory of the Upper Rio Grande Hidrografic Basin - GD1, Minas Gerais; And (2) based on the deliberative citizenship criteria for the management of the Upper Rio Grande Hidrografic Basin- GD1, Minas Gerais. In the theoretical basis, studies on social management, deliberative citizenship and their categories were used. The data collection was qualitative in nature through documentary research and semi-structured interviews. The interviews were carried out with 12 advisers covering Public Power, Users and Civil Society. The interpretation was based on the categories and criteria of evaluation of deliberative citizenship developed by Tenório et al. (2008). We note that there are still few advances in CBH-GD1 regarding a truly participative, including egalitarian, deliberative process that seeks the common good, and therefore little progress towards deliberative citizenship. We also perceive an asymmetric presence of economic interests and state interest that still assume a top-down relationship. At the end of the study, it was possible to understand, from the actors studied in CBH-DG, that the management of water resources occurs with the predominance of elements of strategic management.
