Abstract: This article seeks to identify similarities between elements of the theory of deliberative democracy and Executive Order No. 8243 of the President’s Office of the Republic of Brazil, dated May 2014, which would institute a National Social Participation Policy and the National Social Participation Sys- tem. Several authors consider deliberative democracy to be appropriate to contemporaneity and a way of promoting and creating conditions for direct citizen participation in defining public policy and administration practices. Considering the objectives and guidelines for strengthening and promoting mechanisms and channels for democratic dialogue and creating conditions for joint action between the federal government and civil society, many important democratic-deliberative elements for the con- solidation of Brazilian democracy have been observed in the Executive Order. There is a coherence between the Executive Order and the democratic prospects provided for in the Federal Constitution of 1988, which establishes that citizens can exercise their democratic power directly or through elected representatives.
