Abstract: The focus of public policies is today at the local level, in the processes of implementation and adaptation to multiple and decentralized realities, according to Faria (2012). The recognition of the decentralization of public policies makes it possible to recognize also the interactions that bind the communities to the public power (AMÂNCIO, 2013). For Lavalle and Isunza (2010), decentralization encourages the strengthening of the local level, a sphere where service delivery occurs and the multiplication of instances of contact with street level bureaucracy. Citizens who access public services therefore know their needs and demands. Starting from such a conjecture, they are considered important agents that activate mechanisms to control the actions of the State, since they put pressure on the politicians and the street level bureaucracy, state accountability. Social control then becomes a mechanism for developing the democratic process, and also an instrument for improving the quality of public services. The purpose of this study is to explore the relationship between State and civil society at the local level, starting from the experiences of community associations, identified in two peripheral districts of the municipality of Lavras - MG, being: Fonte Verde and Novo Horizonte. These neighborhoods, chosen from the concentration of low-income families, where they are segregated territorially and politically in similar regions. Observing the multiple accesses, actors and relationships involved at the local level, articulated around the search for improvements in the quality of public policies and access to collective rights. This case study was carried out from empirical observations, from January 2015 to February 2016, through the project of scientific initiation - Dynamic microterritorial policies and access to public policies in the municipality of Lavras. The territorial breakdown adopted in the study reveals similarities and differences between the neighbourhoods analyzed, as well as the forms of state permeability, represented through collective action repertoires, which enables socio-political interactions in the pursuit of improvements in the quality of public services and access to rights collective profile the mobilizing profile ofthe collective actors, the relations that these actors establish with political actors and public equipment employees. It will be possible to analyze the social demands that have been changing over time, as they were conquered, the mobilization trajectories and the different state investments in urban infrastructure in the neighbourhoods, evidenced by the presence or absence of public facilities, in the established disparities between them.
