Abstract: Rural extension as a public organization of rural development expresses in its documents the goal of achieving improvement of its work with its public. In this work, a study on the warking of the "system world" of a organizational structure with national, regional and city range, with a view to help in identifying roads to such improvement. Wilt the effective extension workers participation and with the democratization of the information which at present take places, the quality of the result of the work of the organization may be enhanced. This action depends on organizational sociabilization and information capable of affording this improvement in the effective action in the "world of life". Habermas (1983), in the theory of the communicative acting, shows a reflexion on modem rationality where bureaucratical processes tend to encompass the purpose of individuals in their managemental process. On the other hand, Freire (1975), emphasize education as fundamental to the aware participation of individuals and their organizations in the devolopmental process. Thus, both the success and quality of the organization, viz its adaptation and survival in an environment more and more communicative, democratized and globalized will be owing to the enlargement of the space for participation of extension workers in the organizational decision-making process. Through the historical documental investigation of the organization of rural extension in Brazil, and particularity in the state of Minas Gerais, the prevalence of two contrary rationalities between each other, directing their guidelines, patterns and hence extensionist action. In the search for the analysis of the organizational ideology of the public organizations turned into rural extension interprises were found the participant rationality today prevailing among employees and spreading rationality . In an assynchronical development, these rationalities were constituting of the direction that State used to establish and the relationshipe among extension workers, the enterprise, among these and the public imprinting the methods through which the organization would work both internally and externally. To complement the characterization of this ideology, in this dissertation an empirical research work is shown, seeking to check the positioning of the extensionists themselves of the Sulmineira superintendency of EMATER-MG, relative to the rationalities shown, taken from variables such as technology, communication, the forms of organization and interaction with the public.
