Análise estruturacionista de políticas públicas: a dualidade da política pública

Abstract

The paper proposes to justify the creation of an analysis unit: the duality of public policy. It argues that this analysis unit can reveal the rules and resources of techno-bureaucratic structure, and values relating to political action, which in turn affect the technical-bureaucratic structure. The paper presents (i) a theoretical synthesis of the analytical approach used, the theory of structuration (Giddens, 1978, 1989), (ii) a brief literature review about the public policy concept, (iii) a brief discussion about the controversy methodological theory of structuration as well the analysis unit proposed and its analysis model. The methodological reference of the article is the technology duality, conceived by Wanda Orlikowski (1992). Finally, some considerations are made on the relevance of an analytical model that includes both technical and moral aspects.
