| metadata.teses.dc.description.resumo: | O presente trabalho tem como objetivo principal analisar a Proposta de Reforma da Previdência 287 de 2016, no governo do então presidente Michel Temer, sob as óticas das teorias do Estado de Bem-Estar Social e do Estado Liberal. O estudo investiga o problema através de um método comparativo, descritivo, de revisão literária e através da análise documental por meio de livros, artigos e sites com informações sobre o assunto; analisa atuais estudos de pesquisadores sobre o tema, contrapondo o recente sistema previdenciário com a PEC 287/2016; descreve as recentes reformas da previdência social brasileira e discute, sob as óticas aqui propostas, as consequências e as perspectivas para o sistema previdenciário. Leva em consideração argumentos de que a atual situação econômica poderá comprometer a vitalidade das contas públicas, e coloca em risco, no longo prazo, a própria solvência da dívida pública, seja através do financiamento equivocado ou do tamanho do Estado, como distintamente defendem as duas visões. |
| metadata.teses.dc.description.abstract: | The present work has as the main purpose the proposal of Reform of Social Security 287 of 2016, in the government of the current President Michel Temer under the optics of the theories of the State of Social Welfare and the Liberal State. The study investigates the problem through a comparative, descriptive, literary review method and through documentary analysis through books, articles and websites with information about the subject; analyzes some actual studies of researchers on the subject and counterposing the recent social security system with the proposed constitutional amendment 287/2016; describes the recent reforms of Brazilian social security and discusses the consequences and perspectives for the social security system under the optics proposed here. It takes into account arguments that the current economic situation could jeopardize the vitality of public accounts and in a long-term, place risk the solvency of public debt, whether through mispricing or state size, as they distinctly defend the two views. |
