Abstract: In this paper we describe and analyze the structure of a continuing education course, designed for teachers of the early grades in basic education. The studied initiative is part of the Pro-Letramento Program which involves the knowledge areas of mathematics and Portuguese. We describe its creation and development, analyzing your needs and your goals. Having as players involved the Ministry of Education, Universities, Departments of Education, tutors and teachers, the program envisages the development of teaching materials and the training of tutors, in order to develop activities with the teachers-students in their own municipalities. The main focus of the Program is 'improving the quality of learning of reading, writing and mathematics', by means of the conception of continued education, bringing other objectives ingrained, such as educational support for teachers, encouragement of reflection and contribution to build a culture of continued education in schools.
