Abstract: The National Cultural Plan and the National Cultural System are structural policies that provide for the strengthening of the institutionality of culture in Brazil. In the municipality of Lavras, Minas Gerais, the law establishing the creation of the Municipal Cultural System (MCS) was published in 2013, resulting from a process taken over by the Ministry of Culture (MinC). The difficulties encountered in implementing this system in the municipality in question were assessed through a qualitative intervention-research conducted in secondary sources. The results indicate that, despite the provision of technical and administrative resources on the part of the MinC for Lavras’ adhesion to the MCS, the individual resources of culture managers in this period were more relevant. In this sense, the cultural advisory system of Lavras loses its scarce legitimacy at the moment when the MinC leaves the stage, facing difficulties in maintaining basic governance structures such as the holding of Municipal Conferences and Forums, as well as of elections for the sector Municipal Council.
