Resumo: The choice of admission to higher education is permeated by two ultimate decisions: the higher education and higher education institution (HEI) choices, which do not necessarily share the same influencing factors in the choice of each one. Specifically, regarding the choice of HEI, students in the last year of high school represent the largest share of higher education newcomers and are the largest target audience of HEIs. Constituting a validated research instrument that can assess the various factors that influence the HEI choice is essential for institutions to understand and prepare to meet the needs of this audience. Thus, the objective of this thesis is to develop and validate a research instrument that assesses the degree of influence of factors related to the choice of higher education institutions by students in their final year of high school. The study was developed through a quali-quantitative approach initially extracting influencing factors by a systematic literature review. Then, field research was conducted with 744 high school students from 10 schools, state and private, in Belo Horizonte. Content, convergent and construct validations were performed, reaching the definitive instrument. The results validated an research instrument with 40 variables, distributed in eight constructs, namely: Reputation and quality, HEI and me: values and interactions, Group and individual influencers, Processes and services of HEI, Status provided by HEI, Employability and remuneration provided by HEI, Student economic conditions, and Infrastructure of HEI. In conclusion, it is possible to say that a comprehensive instrument was obtained, which seeks to meet the main needs of HEIs regarding the understanding of the influencers in the choice of an institution by high school students.
