Resumo: Crime is a social phenomenon, therefore, it is not immutable. Thus, the evolution of crime over time acquires new characteristics and formats that require public security institutions to undergo a constant process of renewal and improvement in their criminal prevention and repression methods. In this context, the philosophy and some instruments of community policing have been used as essential tools for the implementation of policies in the area of public security. This qualitative and exploratory research aimed to carry out an evaluative diagnosis of the protection network “Network of Protected Traders” installed in Lavras, under the approach of collaborative governance and community policing, with the aim of contributing to improving and increasing the effectiveness of this policy. To achieve this objective, the case study was established as a research method, which gave rise to bibliographical and documentary research associated with themes linked to community policing, public security policies, effectiveness analysis and collaborative governance. In carrying out the fieldwork, in-depth interviews were carried out, participation in face-to-face meetings and the application of a semi-structured online questionnaire to civil and military social actors who are members of the network, in addition to monitoring the specific WhatsApp group. To analyze the collected material, Bardin's content analysis (2006) was used to provide methodological support for the transcription of interviews, categorization and interpretation of data and information. The results showed that the Military Police of Lavras, although it promotes processes or mechanisms of social mobilization in the network, the participation of civil social actors is still reduced and limited, not encompassing other social actors different from the commercial region of the municipality. The use of policy tools is restricted to the use of WhatsApp and face-to-face meetings were recently resumed, with low adherence. At the end of the study, it was possible to verify that the network's work is generally aligned with its institutional objectives and the assumptions of collaborative governance and community policing, although there must be investments on the part of the institution and other actors to increase social mobilization and systemic participation, which will contribute to increasing its effectiveness.
