Abstract: This thesis presents the Programa Nacional de Acesso ao Ensino Técnico e Emprego (Pronatec), more specifically its Bolsa Formação component, and discusses the role of Setec/MEC as a metagovernor. Pronatec was one Technical and Vocational Education and Training expansion and internalization program developed by the federal government, which created a new form of interaction between the actors involved: demanders, providers and regulators. The theoretical contribution of interactive governance, in association with bibliographical and documentary research and interviews with key actors in the program implementation process, allowed us to understand the nature of the relationships developed between the agents, the roles played by each kind of actor, and the conditions under which the program was carried out. Findings point to the analytical usefulness of the interactive governance theory and the better understanding of operating conditions for complex government programs, which involve diverse actors with different experiences, missions and values, both governmental and non–governmental ones.
