dc.description.abstractOn May 25th 2012, it was published the Federal Law 12.651, a Forest Code which, among other information, created the Rural Environmental Registry (CAR, Portuguese acronym), a national electronic platform for registering rural properties whose objective is to expand environmental control, monitoring and planning, culminating in the fight against illegal deforestation. In the present study, a temporal and comparative analysis of deforested areas, authorizations for deforestation and the registration of properties in the SICAR system were carried out with the objective of evaluating this instrument in the prevention and control of irregular deforestation in the Paracatu River Basin, in Minas Gerais. It was found that adherence to the instrument was delayed and despite the decrease in the area deforested annually between 2012 and 2018, most of it took place without authorization from the environmental agency, and the percentage of regular interventions also decreased over the analyzed period. Most of the irregular deforestation occurred in properties that were subsequently registered in CAR. As of 2015 the irregular deforestation were found in properties already registered, pointing out that the CAR instrument needs to be added to complementary public policies to achieve the fight against illegal deforestation.pt_BR
dc.description.resumoEm 25 de maio de 2012, foi publicada a Lei Federal 12.651, Código Florestal que, entre outras novidades, criou o Cadastro Ambiental Rural (CAR), plataforma eletrônica nacional de registro dos imóveis rurais, cujo objetivo é ampliar o controle, monitoramento e planejamento ambiental, culminando no combate ao desmatamento ilegal. No presente trabalho, foi realizada uma análise temporal e comparativa das áreas desmatadas, autorizações para desmatamento e a inscrição dos imóveis no sistema SICAR, com o objetivo de avaliar este instrumento na prevenção e controle do desmatamento irregular na Bacia do Rio Paracatu, em Minas Gerais. Foi constatado que a adesão ao instrumento foi delongada e, apesar da diminuição da área desmatada anualmente entre 2012 e 2018, a maior parte se deu sem autorização do órgão ambiental, tendo ainda o percentual de regularidade das intervenções diminuído ao longo do período analisado. A maior parte das supressões irregulares ocorreu em imóveis que, posteriormente, foram cadastrados no CAR, sendo que, a partir de 2015, foram constatadas supressões irregulares em imóveis já cadastrados, apontando que o instrumento CAR precisa ser somado a políticas públicas complementares para alcançar o combate ao desmatamento ilegal.pt_BR
