Abstract: Intended to-in this work to analyze the purchasing process conducted by Electronic Quotation (COTEP) a public company of Minas Gerais in its plant located in the southern state. The research was to assess the efficiency, effectiveness and transparency of procedures conducted by electronic quotation. The COTEP is intended for procurement of goods and contracting of common services by waiving bidding, based on item II of art. 24 of the Federal Law nº 8666 of June 21, 1993 (Portaria n.306, 2001). According to Barbosa (2015) is an electronic dispensing, differing by the use of technology implementation. This process seeks impersonality in hiring, increased competition, greater transparency to public spending, reducing costs, saving public resources and rationalization of procedures, and greater agility to dispensing processes (Tribunal de Contas da União, 2010). As for methodology, research on secondary data of quantitative origin was performed, measurable data which were analyzed obtained by collecting 117 cases of COTEP and a primary qualitative source to analyze data from reports and interviews with the Supply Department Head. The results we list the importance of this new form of acquisition that brought more savings of resources, speed and transparency in dispensing processes. However, the processes were effective, but there was a high presence of deserts and failures, suggesting the need for greater specialization of the purchasing department to address such failures in processes.
