Resumo: The objective of this article is to identify the cultural elements that make the organizational process more difficult to be developed focused on the theoretical social management. The text was divided into four parts. First, related social management concept was approached and it was possible to notice that it differed from other modules. Secondly, it was presented concepts of organizational learning, focusing on the social capital and the social network formation. Third, the cultural obstacles experienced by organizational learning, which blocks out the social management development. Fourth and last, shows somepossible initiatives for overcoming the identified barriers. Among them: the production of ethnographic research and also that the promotion of some researches with multidisciplinary teams. It’s expected that the studies association focused on cognitive and social practice approach would be an alternative, due to the possibility of complementary sense of work, englobing social, historical and cognitive aspects.
