Abstract: This paper proposes to perform a literature and document review of the rights of hearing impaired people, non oral, who study in Brazilian Federal Universities. The study focuses on analyzing the impact of the current legislation that deals with accessibility for deaf students in the last 20 years. The content is organized into two parts. The first part makes a historical review of the rights of people with hearing loss, in addition to presenting the effects of public policies implemented by the University of Brasilia - UnB, where the research was focused. The second part, in turn, contains a chronological analysis of the impacts of public policies on the number of students enrolled and graduated in the educational institution. Finally, the final considerations conclude the work, in which the public policies applied and addressed are resumed, along with the observed challenges. As result, it is possible to verify that there is a low rate of hearing impaired people graduated in higher education.
