Resumo
No intuito de avaliar o custo do sistema de refrigeração para a implantação e o atendimento à Instrução Normativa 51, foram analisadas dezenove propriedades leiteiras na região sul de Minas Gerais. Para tanto, foram estimados: produção média, custo operacional fixo, custo operacional variável, custo operacional total e custo médio de aquisição da estrutura necessária para adequação à Instrução Normativa 51, custo alternativo, custo econômico, preço médio do leite, receita mensal referente ao leite, receita mensal referente à bonificação por qualidade e receita mensal total. Para a estimativa da viabilidade financeira da implantação da referida instrução, foram calculados o valor presente líquido, a taxa interna de retorno e o payback. Para avaliar a situação da atividade leiteira nas propriedades estudadas, levou-se em conta o ponto de equilíbrio. Quanto à avaliação da qualidade do leite produzido nas propriedades de leite estudadas e à adequação à Instrução Normativa 51, foram analisadas a composição do leite (proteína e gordura), a contagem bacteriana total e a contagem de células somáticas. Os resultados obtidos permitiram verificar que a Instrução Normativa 51 trouxe melhorias para os produtores de leite da região sul de Minas Gerais; quanto maior a produção de leite, maior a porcentagem de produtores que afirmaram não ter implantado mudanças com a Instrução Normativa 51; o tanque de expansão é o item de maior impacto sobre o custo de implantação da estrutura necessária para adequação à Instrução Normativa 51; o tempo médio de retorno do investimento de implantação da Instrução Normativa 51 foi de 8 anos; foram encontradas 52,63% das propriedades com viabilidade financeira para o investimento de adequação à Instrução Normativa 51 e os diferentes programas de incentivo à melhoria da qualidade do leite por bonificação adotados pelas cooperativas exercem influência sobre o resultado econômico das propriedades.
In the southern part of Minas Gerais state, 19 dairies were studied with the objective to evaluate the cost to implement and to attend the Normative Instruction n. 51. Production, fixed, variable and total operational costs to build the necessary structure to attend the requirements of the Normative were estimated, as well as alternative and economic costs, milk price and monthly income referred to milk sale and to credit quality. Net present value, internal rate of return and payback were calculated to estimate the financial viability to implement the Normative. The equilibrium point was considered to assess the situation of the dairies related to the effectiveness of the activity. In addition, analyses of milk composition such as protein and fat, total bacteria and somatic cell count were take to screen the milk quality of the properties. The results showed that the Normative brought improvements to the producers in the region, the more the milk production, the greater the percentage of producers saying not to the implemented changes with the Normative Instruction n. 51, the expansion tank is the item with the greatest impact on the cost of deployment of the necessary structure to adapt to the Normative, the return of the investment was, in average, 8 years, 52,63% of the properties were found financially viable to attend the Normative and the different programs to encourage for improvements of milk quality adopted by creameries have influence on the economic result of the dairies.
